    How can the EU fiscal rules and recommendations on investment defined in the Semester impact the competences of municipalities? How can the local and regional level be more involved in the Semester?

    During the last years, some progress has been made in several Member States in the involvement of local and regional governments in the European Semester process, but there is still a lot to do. We will address all these questions and many more during our webinar "The European Semester at the crossroads: rebuilding our territories", on Monday 19 April.

    Watch the kick-off event of the project “EU Dialogue, Local Solutions”
    To mark a decade of the social dialogue committee and to raise grassroots awareness about the resources provided by European dialogue, the Council of European Municipalities and Regions (CEMR), representing employers, and the European Federation of Public Service Unions (EPSU) are launching the project “EU Dialogue, Local Solutions”.

    The participants included a representative of DG EMPL who presented the upcoming Action Plan for the European Pillar of Social Rights. Social partners from France, Sweden and Spain addressed the issue of the third-party violence and harassment, gender equality, and integration of migrants and non-discrimination.

    This project, carried out with the financial support of the European Commission’s DG EMPL will focus on three joint achievements: the guidelines on gender equality guidelines, on third party violence and harassment, on integration of migrants and non-discrimination.

    We are looking for a researcher in the area of third-party violence and harassment at work
    We are looking for a researcher or a group of researchers to support the project "The role of social partners in preventing third-party violence and harassment at work".

    The project aims to assess the effectiveness at national level of the EU Multi-sectoral social partners’ guidelines to tackle and prevent third-party violence and harassment related to work (2010), hereafter the Guidelines.

    You have until 2 April 2021 to apply.

    Applicants may be invited for an interview with the project partners on the afternoon of 8 April 2021.
  • Fair wages - 04.09.2020

    Social partners' ability to negotiate wages should not be undermined
    The European Commission is considering introducing legislation to ensure fair minimum wages across the Union. While the aim is laudable, CEMR has grave concerns about the Commission’s approach, which have been shared with the EU executive as part of its official consultation.

    As employers, local governments fear that the proposed legislation would infringe on the autonomy of social partners to negotiate wages and could even create a downward convergence of wages around the minimum standards.

  • Fair minimum wages - 25.02.2020

    Social partners must remain central to wage bargaining
    At the social dialogue meeting of local and regional governments held today, CEMR and EPSU agreed to submit to the European Commission a joint reaction on possible EU action on fair minimum wages.

    CEMR and EPSU support upward wage convergence and shared economic prosperity across the EU, gender pay equality and sustainable funding of social protection systems.

    However, we think that any EU action must ensure that wages, as a general rule, are autonomously agreed by or with national social partners. No member state should be required to introduce a statutory minimum wage system and any other conditions should only be introduced when they are proposed by the social partners at national level, including associations of local and regional governments.

    CEMR launches new project for a fairer social future
    We are proud to be launching a new project: "Localising the European Semester”.

    The European Semester is a 6-month period in which member states align their economic and social policies with the goals and rules agreed upon at EU level. Up until now, this process has only taken place between the EU and national governments, although towns and regions are directly impacted, particularly on the social level. We want this to change: local governments should have a seat at the table when their future is being discussed.

    CEMR is launching this project in partnership with EPSU and with the support of the European Commission.
  • Gender equality - 29.11.2017

    CEMR and EPSU publish new guidelines on gender equality in local and regional government
    As employers and service providers, local governments have a major role to play in promoting gender equality in public administration. Reflecting on the evolution of this issue since the first guidelines on gender equality were drawn up by CEMR and EPSU ten years ago, we have decided to publish new, up-to-date guidelines on the matter. We will also be working hand in hand with EPSU and our members to follow up on the implementation of these guidelines on the ground.
