By way of personal introduction, I am a former Seattle City Council President and 12-year Council member, now an administrative law judge. I also serve on ICLEI’s international Executive Committee, so I am well-versed in both Seattle’s programs and in the actions of local authorities world wide regarding climate change. In the World Water Council Board of Governors, I have tried to provide a voice for local authorities in global water policy.

Angelika,

The necessary staff in the Mayor’s office are on vacation and I haven’t been able to get a definitive answer despite several phone calls and emails. However, I know the Mayor and his wife have a family wedding to attend and travel time to Vienna by Tuesday that week may not be possible.  Unfortunately, I expect he is going to decline, but his office has not conveyed that definitively. I’m sorry this is not helpful to you with your deadline for programme publication.

Thank you for your quick response and the information. The letter to Mayor Nickels will be signed by our President and sent to him. As soon as I have an electronic version, I will forward it to you.

 

Concerning the participation of the Mayor of Istanbul, our colleagues from UCLG are in contact with the city administration and are sorting out the possibility of the Mayor to come to Vienna. The problem may be that he only speaks Turkish and this is not going to be a conference language. But I can ensure you that we are exploring the possibilities how to link the Vienna event with the World Water Forum in Istanbul in March 2009.

 

I appreciate very much your comments and please feel free to make additional suggestions, I have been told from Gino van Begin and from Paul Reiter that you are very experienced and committed to water issues.

May I make an additional suggestion for the program? In the third session dedicated to climate change and adaptation, it will be important to include someone to present the Istanbul Urban Water Consensus. Ideally, that would be Mayor Topbas, who is also a UCLG co-president and has requested UCLG support in promulgating the Consensus. As you know, the Consensus is a commitment by cities to work toward climate change adaptation in their water management. If Mayor Topbas is not available, I would be glad to help identify an appropriate substitute through ICLEI or the World Water Council.

Thank you very much for your kind e-mail and I am very pleased to read that we might get the Mayor of Seattle as a speaker to the local governments' day that we are organising on 9 September during the IWA Congress in Vienna.

 

We are currently preparing the programme for the day and I attach a very early draft for your information, to which I have added Greg Nickels in the programme for the 3rd session on climate change and also for the final panel discussion at the end of the day.

 

The aim of the local governments' day is to provide a platform where experts and elected representatives can discuss current challenges and potential solutions. These cover different areas that we have gathered in the topics of the three sessions. We continue to elaborate further the programme in the coming weeks.

 

With regard to the fact that the IWA is an international organisation, I have also contacted ICLEI and UCLG, the world organsiation of local government, and invited to propose speakers. Since there will be the World Water Forum in Istanbul in March 2009, UCLG may be represented by the mayor of Istanbul. It is also intended that the Draft declaration for the World Water Forum would be launched during the Local Governments' Day in Vienna.

 

I hope that this information provides you first ideas and I would be pleased to further discuss with you Mr Nickels' or your participation in the event.

Paul Reiter suggested I contact you about the Mayors’ Day program at the Vienna IWA Congress in Vienna, September 9. Paul had indicated that Seattle’s Mayor Greg Nickels could make a significant contribution to the discussion of local water systems adaptations in the face of climate change. Seattle’s municipal water utility has been an active member of IWA for many years, and our Mayor is a leader on climate change issues in the US Conference of Mayors.

What is the procedure for inviting Mayor Nickels to participate in the Congress?

To introduce myself briefly, I was formerly a Seattle City Councilor responsible for water services and worked with Paul Reiter when he was here. I have continued my advocacy for local governments and water as a member of the Board of Governors of the World Water Council.
